The 6 steps to recruiting temporary foreign workers.  Note** New requirements for employers recruiting internationally:  As of April 1, 2009, all Manitoba employers will be required to register with the Employment Standards Division before they apply for a labour market opinion through Service Canada. In addition, all foreign worker recruiters must be licensed by the Employment Standards Division. These new requirements are the result of Manitoba’s new Worker Recruitment and Protection Act.

Government of Canada Immigration:

§  To hire a temporary foreign worker, you must first obtain a Labour Market Opinion from Human Resources and Skills Development Canada (HRSDC).  In most cases, employers who wish to hire temporary foreign workers must first apply to Service Canada for a Labour Market Opinion. The opinion assesses the impact the foreign worker would have on Canada’s labour market or, in other words, how the offer of employment would likely affect Canadian jobs.  An employer needs a positive Labour Market Opinion to hire a temporary foreign worker.
